The fbclient.dll in the \bin\ folder is a 64-bit client. IB_SQL is a 32-bit application so it can't use the 64-bit client. You will find the 32-bit client in Firebird's WOW64 folder. For your immediate problem, copy it to the directory where you have IB_SQL.
