OK, I must have had an old file that was getting picked up. So I started by
deleting my IBO folder and then downloaded the latest version and tried the
installer again.

Now I get warnings that the packages couldn't be built. It does create an
empty C:\BPL folder.

Where are the output files supposed to be?
