I think you are referring to the effects of some security tightening that was done in the API from v.2.1.2 forward. A whole lot of calls that were (wrongly) available to ordinary users were enforced SYSDBA-only from that point.

IBO can do some clever tricks to exploit the API's capabilities, but it can't "get around" the API.
