Not really as I can't even do a clean build of IBO4.9 at all now, but the
PREVIOUS problem was happening long before COMPILING a project. I'd created a
clean new project, just added a connection and was simply trying to access the
database to do the design work. Nothing at that point was compiled EXCEPT for
the IBO packages.

Currently a have a clean copy of BCB6 with no IBO packages loaded at all, and I
can't get past building IBO40ART_C6.bpl ... I've got some other work to get
finished before I go back and reload the older version of IBO so I can get back
to where I was a couple of days ago.
