It is still failing in some environments.
It appears to be a problem related to these threads:

...and as a response
http://qc.embarcadero.com/wc/qcmain.aspx?d=100532
If anyone has any further information on this please let me know.
Thanks,
Jason

Aage and all,
I put out a new version of the installer with a tweak that could make a
difference. I was able to install onto my machine with a space in the
install path so I am assuming it should now work for others as well.
I would be very interested in hearing feedback on both the installer for
registered customers and the evaluation version for people who do not have
access to the full source.
The evaluation version can be downloaded from here.

It should install into C++ Builder 5 and 6 and Delphi 5 to XE2.
Thanks,
Jason Wharton

The issue remaining is it appears to make a difference if your install path
has a space in it or not. It works great when I do C:\IBO4 as the install
path but anything longer and with spaces and it fails to link in the
resources. I can't quite pin down why it is failing due to the space. It
might be how my settings are inside the package files themselves. I could
have non-quoted settings that should be quoted.
