Here's what I finally figured out. As soon as there is more than one cached
module in the web-server it was using the default setting in code instead of
the proper value from the ini file. Strange bug but I have figured out why
it would appear to work but still not work under certain circumstances. I am
working on fixing this for good now. I recently moved my community site to
a different computer is why this problem didn't show up before. Now that I
am on a new machine and require different settings does it appear.
