It probably means you haven't set up the environment path so that it
can find the BPL files. Did you check that?

As a last resort you can copy all of the BPLs into the windows\system32 folder.

Possibly not. At that stage the installer was finding some pretty
weird places to put things. I for one do *not* want to go there again.

In any case, about as far as you could upgrade without a new
subscription would be IBO 4.3Aa.
