Thanks for responding. I'm afraid that this did not fix the problem.
I tried adding vcljpg.bpi to frxTIB_D10, I tried vcljpg. I found
another message in the binaries section. It included dclfrxIBO10.dpk
and frxIBO10.dpk. Thinking they might be my missing files, I tried
adding them to my folder and compiling one of them. No luck. I
uninstalled FastReports, reinstalled the source and then ran
Recompile.exe (included with the source). It gave me a similar error:
"delphi10 error: FRXE10.DPK(32) Error: E2199 Packages 'frx10' and
'vcljpg' both contain unit 'jpeg'". I submitted a question to
FastReports support on that one.

I will keep looking. Thanks again.
