IB_SQL - besides being a handy set of tools - was written by a number of
contributors as a showcase of the IBO components. The source code is
distributed in the root directory of all of the IBO kits. It was
originally developed before the Services API existed; and continues to be
usable with pre-IB 6 versions of InterBase. The Service API is not
available to pre-IB 6 versions.

The IBO product doesn't have any service components, although the headers
do accommodate them. Therefore, it is possible to write service components
for use in IBO applications. This is exactly what Lorenzo Mengoni
did. His IBOAdmin components, an enhanced conversion from the Borland IBX
ones, work great. They are used in his IBOConsole toolkit.

The IBOAdmin code is open source. I don't know of anything preventing you
(or anyone) from contributing more tools for distribution in IB_SQL.
