This has to do with the fact that you are using Delphi 6 or higher, in
which the runtime packages got new names. (DesignIntf.pas, and others),
while those old contributed TIB_JPEGImage components were written for
Delphi 5 or lower.

But, if you are using Delphi 7 or higher, then there are other issues with
the use of the run-time packages, that require re-writing of the component
and also availability of the source code of the run-times. Because of
these issues, I can't even get *any* TIB_Image or descendants to work with
Delphi 7 Professional (which does not supply the runtime sources).

I did alert Jason to these issues some time ago. However, as he is not
on-line at the moment, you are probably not going to find a solution to
this for a week or two....
