Not a change, exactly, and not a characteristic of the IBO version. It
conforms with Borland's rules - the current Delphi version is 8 (even
though they haven't released an ObjectPascal version of it yet) - so that
pushes Delphi 7 back to being a non-current version and thus requiring the
version identifier. If there *were* Delphi 8 versions of the packages, they
would have the "version-neutral" names.
