Try this:
In the Component/Configure Palette dialog, select each palette and then use
the Move Up button to move the "lost" palette closer to the beginning of
the list. Just do one or two palettes to begin with, exit back to the
IDE. If it works, then you will possibly find that all of the lost
palettes magically appear. You will need to scroll the palette toolbar all
the way to the end to find the others.
You might need to move some never-used palettes right down to the bottom.
