If it is Delphi 4 you think your paths are set up OK, it could be that the
path structure is too deep (known bug in D4, also reported in D6).
e.g. c:\Program Files\Borland\Delphi4\Projects\BPL was too deep a path for

Another thing I've noticed: before closing the BPG file after the install,
do a Save All if File>Save All is enabled.
