There is a group for the beta version, but personally I have
given up on Kylix as it is just not being supported. Perhaps
a version of IBO working with KDevelop would be nice, but I
doubt that there would be much interest ;)

I've had to switch to PHP4, and loose all the nice IBO stuff
for the present.
