I've tried viewing the monitor at other times but it appears that this fetch
intercedes in the filling of the buffer with normal records. If I wait till
the buffer is full, then do a locate, the action works as expected.
I'm not sure about resync either - maybe I'll call it afteropen but before I
do the locate

This select statement is not the actual fetch intended to deliver records.
It is purely a part of the Locate operation to see if there is a record that
can be brought into the buffers. There is some other reason that records are
not being pulled into the buffer.
