It's a free-of-charge version for evaluation purposes - not a "free
version". The download description (under the heading "Evaluation Kits")
reads:

Fully functional evaluation kit for IBO v. 4 with latest patches

and, below, under "DCU Packs":

Delphi 6 DCU's to use with eval kit above.

If this isn't clear enough, please say so, and I'll try to make the wording
even more explicit.
