Have you tried adding the BPL location to the operating system path?

Secondly, I have had problems in the past with the order of package
loading - where I have packages depending on IBO (etc). I found that
uninstalling all non-Delphi packages and then making sure to add each
one in the dependancy order generally resolves the problem (did not
need to rebuild, just remove and re-add).
