I re-added all the help files manually, excluding those I don't need, and everything seems to work again. FWIW the files that seem to matter are:

delphi6.ohc
delphi6.ohi
delphi6.ohl
delphi6.ohp
DELPHI6.GID

I now have local backups of the changed files.
