when a design time package is installed, it links the corresponding run
time package and needs to find it in a directory of the system path (or
the current directory, but don't count on that please).

You are probably not outputting (forgive this) the run time packages
bpls in a directory of the system path. I use $DELPHI\Projects\Bpl,
others use $WINSYS, others $DELPHI\Bin or $DELPHI\Lib, or custom
directories.
