Regedit:
Hkey_current_user\Software\Borland\Delphi\x.0\Palette
Delete the complete key (or rename it, if you don't trust me) while
Delphi is _not_ running, and Delphi will rebuild the palette according
to their default tabs in the register procedures after startup.
Now rearrange the tabs as you like, and upon closing Delphi, the
palette-key in the registry will be rebuilt.
