AFAIK, the ActionList units are only needed for the IBO-standard actions for
navigating and editing datasets, and didn't even come with D3, but with D4,
so they were IFDEFed out for lower versions.
Perhaps, a conditional define around the actions and the register-procedures
together with the uses-clause would help here....
