It is normal for OnBeforePost to fire before any DML. If you have Autocommit set to True, the Dataset.Post and Transaction.Commit effectively happen in one step; with an explicit transaction, Dataset.Post occurs first (the DML is passed to the server and validated) and Commit occurs when you call the transaction's Commit method.
