Seems you don't have a LOCALHOST entry in the client's HOSTS file.
If you did, and IBServer was running, you would not get this message.

Or, if you do have it, your connection string might be wrong. It should be
LOCALHOST:c:\path1\path2\MyDB.gdb and your Protocol should be TCP_IP.
