I couldn't change this if I wanted to. The VCL TCustomGrid will not allow
any FixedRows to appear unless there is at least one data row, whether empty
or not.

The other problem is just as inconvenient to accomplish thanks to how the
base class is defined. However, it may be possible to work around this.

I'll just warn you, unless you get in under the hood of IB_Grid.pas and
implement it and send me the changes I probably won't get to this item
anytime soon. My platter is already plenty full with minor items such as
this.
