Finally got round to checking this.

Builder 5 is fine.

Builder 4 needs two of the other run time libraries
including in its required list.

IBO40TRT_C4 and
IBO40FRT_C4

Not sure why, but once added then there is no problem in
building.

I'm just checking the FastReport 2.44 builds at present.
There are a couple of IBO4 problems that I will post on
FastReport list.
