The problem turned out to be my insufficient knowledge of how the Open
Help gizmo works. Somehow I had gotten by the past, but this time I
actually read and understood the directions, and achieved the desired
result.

I then went back and added a bunch more help files (Win SDK stuff that
was not linked in correctly), and it works properly now also.
