Although there is no network involved, it will still depend on the
network protocol. If you are 'remotely' accessing the local database,
which is the correct way to do it, then WINDOWS has to set itself up
after a reboot.
If you are using TCP/IP ensure that Localhost appears in the HOSTS file.
I prefer to use a machine name even for local connections, and have all
the machines listed in the HOSTS file even when running a local server.
