I have UAC at full, so I have no idea why it wouldn't be working for you.
Unfortunately I cannot think of a way of getting more debug information as to exactly why the security database cannot accessed (lack of permissions, file not found, file invalid etc.).
The only thing I know is that the server is running properly because if I stop it the error changes to "Cannot attach to services manager".
I tried putting just the security database in C:\temp and pointing to it with the -database gsec switch, but this also failed so I am not convinced it is as simple as security2.fdb access permissions.
