Because that is a link to a location that hasn't existed for 4 years! Goodness knows where you got it.

Go to the Documentation section at the CURRENT website (http://firebirdsql.org) where you will find
(a) the link to download the original IB6 LangRef.pdf
and
(b) the Language Update for v.2.5

You need both of these: (b) updates (a).

(a) is off-site, due to Embarcadero copyright restrictions, but it is available.
