My understanding is that XNET is a customisable application space/subsystem on Windows that developers can use for their own purposes. If you want to know more about XNET and Firebird's use of it, firebird-devel will be the place to ask. I'm fairly sure Dmitry Yemanov did the main part of the implementation.
