I've checked all the release notes and it seems the error reporting
problem was raised as CORE-1548 on tracker, and was fixed in 2.1 RC1.

I checked my 2.5.1 gfix and attempting to shutdown a shut database
returns 1 while a successful shutdown returns 0.

So, you might need to be on at least 2.1 RC1 to get the benefits.
