Firebird version 1.5.6. 
Windows OS is Server 2012.

I'm using FlameRobin 0.9.2.1851 to run the procedure manually.  My users use a delphi 4 application.  I have this implemented in a number of locations, but nowhere else have problem with this procedure slowing down
