you could use insted instreg and instsvc.

You do not need to do this. CPL is obsolete, use Services instead, or
instsvc start/stop.
If you want to run FB as an application, just run it with -a option.

CPL is an accompanying thing, and really does not related to FB.
It was some kind useful on old Windows. Anyway, forget about cpl.
