I cut&pasted the line from the config file

checked the permissions of /var/tmp, no problem there (777)

I tried the tracker and didn't find anything, this seems the be the nearest
http://tracker.firebirdsql.org/browse/CORE-2422 but doesn't appear to
relate to 2.1.4
