Actually, it should have been referred to as Windows SBS Server 2011 -- it correct name.

It might.

Have you run basic benchmarking on the disk? (Crystal Disk Mark) Perhaps you have a hardware problem.

Have you looked at the details available thru Task Manager | Resource Monitoring | Disk performance? (sorting by Total IO will show what processes are using disk performance)
