What differences there is between WIN1252 and ISO8859_1?

That is not true.

Some characters have different code points, for example British Pound
symbol, Japanese Yen symbol, Copyright (c) symbol, etc.

UTF8 is 100% compatible with ASCII, which is not the same as iso8859_1.
