It's not correct. CpuAffinity applies *only* to Superserver on Windows, including Embedded on Windows for Fb. 2.1.x and below. In all other environments it is ignored.

Nevertheless, you might be onto something re CpuAffinity, if the OP is using Superserver. Maybe it is set to something "unfriendly", perhaps to multiple processors or a number that targets a hyperthreaded "processor".
