It's not a bug this is how it should work

I think the logic is that in debian to use only one fblib to access both
firebird 2.5 , 2.1 servers

and for libfbclient2 to be installed correctly it requires two extrapackages
(mostly docs and default configs) that will not harm the 2.1 installation
