If you already have the database open in an application - say db1 in
aliases.conf which refers to \apps\database1 and then change db1 in
aliases.conf to \apps\database2 - it will continue to work.
As soon as you close the application and restart it you get the second
database as per your second para. - and your application may or may not
work depending on what it expects.
