Check the release notes - I'm really not an expert in the shutdown modes.
Some leave the database available for SYSDBA access. I'm sure that
something will actually close the file, eventually. At one point, there was
a delay built into the SuperServer so it didn't release the file immediately
after the last connection closed. When we were running a bunch of tests
serially, 90% of the time went into closing the database & releasing memory,
lock, etc., then reloading it immediately afterward.
