I just tried this in IBExpert - the personal edition:

Connect to my database then -

Tools->Extract Metadata.

On the Meta Objects tab, select the required tables and click the ">"
button.

On the Data Tables tab, make sure all tables are unselected, unless you
want lots of "insert into " statements.

Set the options required on the Options tab.

In the drop down, select the required "Extract to" destination.

Click the green ">" button.

Job done.
