There's no simple answer to that question. I'd say it's up to you to
break down the specification into parts/subsystemes/requirements that
you are able to estimate one by one, and then estimate how much work it
is to put those pieces together, time for docs, meetings, admin,
management and so forth.

Noone can do that for you.
