Freeadhocudf works now. I have installed the ■Microsoft Visual C++ 2008 SP1 Redistributable Package (x64). According to the description is only required for windows xp.

regarding the formatting of the date I think I can realize this with substring.

Check out the new built-in functions in Firebird 2.1 release notes p.155ff:
