Stop the servers, and copy the security2.fdb from both servers.
Rename them and place them somewhere you can access.
Open them both and copy the usernames missing from one into the other as you
would with any other database file.
Then copy this final one back on to both servers (keep a backup of
originals)
Just make sure no one changes their password in the mean time or no new
users are added.
