Both different to the next transaction or is this the difference between
the oldest transaction and OAT?

The latter should be cured by a sweep. If OAT is also stuck, then you
have a problem in respect to long running transaction. In general, with
Firebird 2.1, you can check out the monitoring table MON$TRANSACTIONS.
