Windows 7 64 bit or 32 bit?

If 32 bit, make sure you load the right ODBC administrator. Contrary to what you expect the <windows>\system32\odbcad32.exe is the 64 bit one, which will not show 32 bit ODBC drivers like the one from Firebird.

The 32 bit ODBC administrator is located in <windows>\SysWoW64\odbcad32.exe. It could be that SysWoW64 is inside System32, I am currently on a 32 bit system, so I can't check.
