Reading the 2.1.4 changelog, I see that a bug regarding this error has been fixed: http://tracker.firebirdsql.org/browse/CORE-2993 (Fatal lock manager error "Invalid lock id (NNN)" while working with monitoring tables on a highly loaded system).

I'll consider upgrading to 2.1.4/testing.
