Using COLLATE instead of COLLATION, I succeeded:

SQL> create domain DESCRIPTION AS VARCHAR(20)
CON> character set utf8 collate unicode_ci_ai;
SQL> CREATE TABLE TTTT (TEST DESCRIPTION);
SQL> commit;

ISQL Version: WI-V2.5.0.26074 Firebird 2.5
Server version:
Firebird/x86/Windows NT (access method), version "WI-V2.5.0.26074 Firebird 2.5"
