I have just been introduced to this tool http://www.squirrelsql.org/ and it seems to export XML in the format that you want.

You will need to install Jaybird (JDBC connection driver) so it is not an 'out of the box' setup, but if you want to create ad-hoc XML exports then I think you will find it worthwhile.
