I have only ever seen this when you have already established a connection, and the network is disconnected (just has to be momentarily)
It could be a wireless network with a weak signal, a router with a power cable not plugged in properly, a faulty network cable, a faulty network card, or possibly even a badly configured network card.

If pinging works, the next thing to try is telnet.

Also, if you try ping -n 100, are there any dropped packets, ie indicating a poor network connection?
